KTH's response to proposals for NTP 2026-2037

In the autumn of 2025, the Swedish Transport Administration (Trafikverket) presented its proposal for a national transport infrastructure plan (NTP) 2026-2037. KTH responded with comments to the government in December 2025.

The referral response focuses on system effects within the railway, and this is usually also where the biggest problems are found and the biggest measures are being considered. Some of our comments are that the plan clearly focuses on the socio-economic return for individual objects but does not prioritize the system effects according to the transport policy goals. This risks giving a suboptimal outcome, including poorer punctuality in train traffic. Furthermore, the plan lacks funds from 2030 to fully make up for the neglected maintenance in terms of switches, catenary, electric power and bridge superstructures, deficiencies that lead to poorer punctuality and speed reductions.
